In his opening statement on 8 April 2014 to the Senate Committe on Foreign Relations, Secretary of State John Kerry let it be known that with respect to the situation in Ukraine, the United States “will not hesitate to use 21st-century tools to hold Russia accountable for 19th-century behavior”.

The “phrase 19th-century behaviour” is repetition of previously used rethoric by Kerry in the context of Ukraine.

But what did he mean by “21st-century tools?”

Nukes belongs to the 20th century.

So do drones, unconventional warfare and color revolutions (albeit under other names) – none if which has some real value as deterrents.

So, what weapons systems have been deployed after 2000 and holds some actual clout?
